Flagship Project for Daresbury Notes from a meeting held on the 19th June 2000 Present: P.Weightman (Chairman), D Norman, S. Freeman, J. Billowes, P. Butler, R. Lewis and E. Towns-Andrews The meeting was called to discuss an outline proposal for a flagship project with a probable overall cost of between £ 100 million and £ 200 million. It was envisaged that the proposal would have three main headings. 1. World Class forth generation light source facilities 2. An Accelerator Centre 3. Use of the SRS for imaging for material science and medicine Professor Weightman informed the meeting that the primary purpose of this meeting was to agree the overall strategy with those present who were also acting as representatives of wider communities. Meetings had already been arranged for 1. Thursday 22nd June at 2.00 p.m to discuss the fourth generation light source 2. Friday 23rd June at 10.30 a.m. to discuss the medical aspects of the proposal It was agreed that a single 10 page case would be produced which has the following characteristics: a) A first page summarising the coherence of the case b) 2 - 3 pages on each of the above major aspects of the case c) A page summarising the overall cost of the project. d) A final page summarising the detailed costings of major investments of £ 5millon in the fourth generation light source, £ 5millon in the accelerator centre and radioactive beam facility and £ 2million in the imaging centre. After some discussion the following actions were agreed: 1. Professor Weightman would contact the Vice Chancellor of Liverpool University concerning the possible commitment of Lancaster University to the proposal. 2. Professor Weightman would draw the attention of the Vice Chancellor of Liverpool University to the proposal for an advance medical technology centre that had been proposed to the Vice Chancellors of Manchester University and UMIST by Sir Francis Graham Smith. 3. The Nuclear Physics Community would ask Professor John Durrell if he would act on their behalf from the 4th July onwards with respect to the preparation of the detailed Nuclear structure case. 4. It was agreed to ask David Norman would ask David Warner if he would liaise with the proponents of the accelerator centre and prepare by the 3rd July the following: a) A costed case for expenditure of the order of £ 5 million in support of the proposed radioactive beams facility b) A costed case for the eventual expenditure of the order of £ 50 million in order to provide the ion source, mass separator, RF quadruple and LINAC parts of the radioactive beams facility. 5. That Rob Lewis would produce a paragraph in support of a medical imaging dedicated beamline on the SRS for a total cost of £ 1.5 million. 6. A key issue for the meeting on Friday would be whether Clatterbridge Hospital would agree to transfer the 100 MeV proton accelerator to Daresbury. This had the potential to be enhanced for medical applications and also to act as a source of protons for the Nuclear physics programme. 7. That Andrea Russell (Southampton University) would be approached by E. Andrews to act on behalf of the infra-red community in preparing the case for an investment of approximately £ 5 million in support of LINAC for use in a free electron laser. It was noted that in this context the EPSRC would not be funding further UK access to the FELIX facility in the Netherlands. 8. It was agreed that a meeting would be held on 5th July at 3.00 p.m. It was hoped that by that meeting the Nuclear Physics community represented by John Durral would have resolved their position on all the important aspects of this proposal.
